The Link Healthcare program was developed by Tyoga CareNet, in conjuction with the Laurel Health System, the Tioga County Partnership for Community Health, and health care providers in the community. The program is operated by Tyoga CareNet, which is a managed care provider network based in Wellsboro, Pennsylvania.
